Moroccan Prime Minister Aziz Akhannouch’s government hosted national and international investors in Rabat as part of Morocco’s Green Hydrogen Offer, in a move that eyes energy sovereignty, according to Moroccan government-friendly Yabiladi on February 5th.

In 2024, the Akhannouch-led government introduced Morocco’s Green Hydrogen Offer to boost the green hydrogen sector through resource mobilisation, infrastructure development, investor selection, and governance. 

The Kingdom had then allocated one million hectares of public land to encourage investment, starting with 300,000 hectares for investors. The state confirmed that the investors will implement five new, large-scale green hydrogen projects across the southern regions.

Morocco has been a forerunner in green energy, with its Green Generation Strategy 2020-2030 aiming to place Morocco as the leader of clean energy in North Africa. Renewable energy is being increasingly used in industrial processes, including green hydrogen and fertilisers, which reduce reliance on fossil fuels.

Akhannouch said that the green hydrogen ambition is underpinned by Morocco’s abundant and diversified natural resources, expertise, and capacity to bring in balanced and effective investment partnerships.

There is a huge demand in Europe for the green hydrogen market, which presents Morocco with the opportunity to export green energy. As part of the EU’s Global Gateway Africa–Europe Investment Package, the EU invests in sustainable infrastructure projects such as clean energy production, which could help African countries tap into their clean energy potential.

In 2025, the Moroccan government had approved green hydrogen projects worth 319 billion dirhams ($32.5 billion), selecting U.S.-based Ortus, Spain’s Acciona, and Germany’s Nordex to develop green ammonia. Its strategy combines domestic energy security with an export push, targeting the European Union.

The EU’s Green Deal intends to prompt the import of 10 million tonnes of renewable hydrogen by 2030. Morocco is hoping to hit the target of 52% renewable energy in its installed energy capacity by 2030.
