UN presses Libya on unified spending deal
Libya is under renewed pressure to turn its unified spending framework into a functioning system of fiscal discipline, oversight and transparent revenue management, as reported by Libya Gazette on April 20th.
At the centre of the issue is Annex No. 1 of the Unified Development Program Agreement, signed in Tripoli as part of efforts to unify financial administration.
The U.N. said the framework could improve spending discipline, accountability and consistency across the country, but stressed that these gains will depend on real implementation, stronger oversight and compliance with both Libyan law and international standards.
