Libya is oscillating between signs of international cooperation and political instability, with limited moments of coordination coexisting with internal divisions and the ongoing war in Sudan, as reported by Libya Gazette on April 27th.

Recent developments suggest that some channels of cooperation remain open, as Libya has approved its first unified state budget in more than a decade, and forces from rival administrations have taken part in joint U.S.-led military exercises in Sirte.

Sudan’s war, however, shows how partial that progress still is since a U.N. panel found that the Subul al-Salam Battalion, aligned with Khalifa Haftar’s camp, helped move Colombian mercenaries, weapons and fuel through southern Libya to support Sudan’s RSF.
