Italian delegation visit highlights Libya’s political process

Italy has been steadily consolidating its role as a central international partner in Libya’s political, economic, and security landscape, positioning itself as both a historical stakeholder and a forward-looking actor in the country’s recovery.

According to the Libya Observer, on 29th April, the Head of the High Council of State, Mohammed Takala, received in Tripoli an Italian parliamentary delegation headed by the Chairman of the Italian Parliamentary Committee for the Security of the Republic, Lorenzo Guerini, along with the Italian ambassador to Libya, Gianluca Alberini. The two sides discussed the latest developments in Libya’s political landscape, stressing the importance of advancing a serious political process based on national references and under the auspices of the UN Support Mission in Libya.

Italy has intensified diplomatic outreach, signaling engagement with a wider range of Libyan actors and reinforcing its ambition to act as a bridge between rival factions. At the same time, Rome has positioned itself as a key partner in Libya’s reconstruction, emphasizing infrastructure, energy, and investment opportunities.

Economic cooperation has expanded through discussions on new trade and investment frameworks, aimed at facilitating Italian business involvement and supporting Libya’s economic recovery. Security cooperation also remains a pillar of Italy’s engagement. Joint military exercises involving Italy and the United States highlight Rome’s role within broader Western efforts to stabilize Libya and counter regional threats. However, this growing involvement has drawn scrutiny, particularly from the United Nations. Rome has been accused of violating the arms embargo in Libya by providing training and materials to various Libyan factions within the Memorandum of Understanding on migration.

Migration is a central dimension of Italy’s Libya policy and a key area of cooperation with both Libyan authorities and the European Union. Libya remains a major transit point for migrants heading toward Europe, making collaboration on border control and migration management a priority. Italy and the EU have engaged in ongoing talks with Libyan counterparts to strengthen coordination on migration and security, reflecting a shared interest in reducing irregular flows across the Mediterranean, as reported by Libya Review on 29 April.

This cooperation, however, is politically sensitive. While it aims to address European concerns over migration, it also raises humanitarian and legal questions regarding the treatment of migrants in Libya. Italy’s deepening engagement has therefore been accompanied by international scrutiny and debate over the balance between security objectives and human rights considerations.

Italy’s position in Libya is characterized by a multifaceted strategy that combines political engagement, economic investment, security cooperation, and migration management. While Rome has successfully positioned itself as a key partner in Libya’s recovery, its approach remains subject to scrutiny, both for its immediate impact on migration and for the longer-term implications of its expanding influence in a complex and historically sensitive context.
