Syria prepares major cabinet reshuffle amid SDF integration talks

Syria is expected to announce a cabinet reshuffle in the coming days, alongside a broader restructuring of state institutions and changes among provincial governors, reports Asharq Al-Awsat with agencies on May 5th.

The anticipated shake-up comes more than a year after the current administration was formed in March 2025, marking the end of the caretaker government. Officials say the changes will primarily target service ministries, including health, education, agriculture, transport, and local administration, with early steps already underway in the agriculture and health portfolios.

The reshuffle is also expected to extend beyond ministers to include senior administrative roles and regional leadership, with possible changes to governors in key provinces such as Aleppo and Homs.

Despite speculation in recent weeks, sources stressed that sovereign ministries — including interior and defence — will remain unchanged. Authorities are said to be prioritising stability in these portfolios, citing recent security gains and ongoing institutional reforms.

The reasons behind the reshuffle appear to be mixed. Some ministers have reportedly requested to step down for personal or health-related reasons, while others are being evaluated based on performance. Political considerations, including efforts to integrate the Syrian Democratic Forces (SDF) into state structures, may also be influencing decisions.

The move comes amid growing public dissatisfaction with economic conditions. While ministries such as interior and defence maintain relatively strong approval, others — particularly energy, finance, and the economy — face criticism over rising living costs. Increases in electricity and telecommunications prices have fuelled frustration, even as services have improved.

Beyond the cabinet, the government is reportedly planning a wider campaign of institutional reform, affecting deputy ministers, unions, and professional bodies. Changes are expected across sectors including tourism, communications, and media.

Analysts say the reshuffle reflects a broader effort by the presidency to assess government performance and reinforce administrative efficiency. While appointments are described as merit-based rather than politically driven, observers suggest the next phase could include greater representation of SDF figures in senior roles, signalling a shift towards more inclusive governance.
