Russia has significantly expanded its presence in Libya. A central pillar of Russia’s strategy is its alignment with eastern Libyan authorities, particularly the Haftar network, as reported by Libya Gazette on 25 May.
Russia’s footprint is also shaped by sustained military logistics and attempts to maintain supply chains despite international restrictions. At the infrastructural level, Libyan territory is increasingly used as a logistical and operational hub. Airbases reportedly serve as arms storage and transit points, supporting the movement of personnel and equipment not only within Libya but across wider regional theatres.

At the same time, concerns have increasingly emerged regarding the intersection between Russian influence networks and illicit trafficking dynamics in Libya.
