Libyan minister stresses need for efficient school preparations

Libyan Minister Abdulhamid Dbeibah stressed the importance of adhering to the approved timelines for completing the preparation of educational institutions, according to the Libyan News Agency on July 26th. 

Dbeibah, the Prime Minister of the Tripoli-based, UN-recognised Government of National Unity (GNU), made these remarks during a meeting with Education Minister Mohammed Al-Qriou to review the ministry’s implementation progress and the execution of its plans and programs as part of preparations for the upcoming academic year.

Additionally, he emphasised the continued need to implement teacher training and capacity-building programs, while accelerating digital transformation efforts to enhance efficiency in the education sector and improve the quality of its processes. 

For his part, Dbeibah reviewed the ministry’s current training and development programs, including both academic and professional initiatives directed at improving the competencies of teachers and administrative staff.

He also highlighted efforts to advance digital transformation such as the notable Educational Indicators Platform, which replaces paper-based records with comprehensive real-time data, allowing for enhanced planning efficiency, decision-making and performance monitoring across all levels. 

Al-Qriou stated that more than 90% of the textbooks have been delivered to the ministry’s warehouses, while distribution has already started to 7,534 educational institutions. The distribution is scheduled to be completed by late August, ensuring proper readiness before the academic year begins. 

Textbook shortages have been a persistent issue in educational institutions in Libya; Moussa al-Megarief, the Education Minister, was jailed over the scandal in 2025.

Dbeibah also reviewed the most recent developments in education infrastructure projects, confirming the opening of roughly 340 schools under the Return to Life initiative.

He noted that coordination with the Administrative Centres Development and Development Agency is continuing to complete the furnishing and equipping of the schools with classroom furniture and educational materials to provide a suitable learning space for students. 

The meeting finished with a review of several organisational and administrative matters, such as educational inspection and supervision, the regulation of private education, and the new regulations the ministry has adopted for governing the appointment of Directors of Education Offices and school principals, as part of ongoing efforts towards the strengthening of the education sector.
