Peaceful civil disobedience campaign announced across Libya 

Libya’s Souq Al-Jumaa Movement has announced the launch of what it described as a new phase of peaceful popular action by calling for a comprehensive civil disobedience campaign in Tripoli, as reported by Libya Review on July 26th. 

In a statement, the movement urged citizens to participate in peaceful civil disobedience through the closure of government institutions and public companies across the capital.

Organisers said the campaign would take place in the Souq Al-Jumaa district of Tripoli before expanding gradually to other areas of the capital. 

The primary goal of the objective is to disrupt government operations without affecting the daily lives of residents. To ensure this goal is met, no public roads would be blocked, no citizens would be targeted, and private property would be protected throughout the duration of the campaign.  

The first phase will include the closure of several public institutions, including the headquarters of the Libyana and Al-Madar telecommunications companies, branches of the Central Bank of Libya, the Real Estate Registry, the Ministry of Marine Wealth, the Civil Aviation Authority, and both the Ministries of Youth and Education. 

The campaign is expected to extend to the districts of Zawiyat Al-Dahmani, Fashloum, Al-Dhahra, and Al-Nofliyeen.

Additional institutions that are intended to be targeted are the General Holding Company, the Ministry of Foreign Affairs, the General Electricity Company of Libya, the Ministry of Planning, and the Presidential Council headquarters.

The movement is calling on Libyans to join what has been described as a peaceful effort towards the removal of the Dbaiba government, arguing that sustained public pressure would give leverage to political change.

Additionally, the movement demanded accountability for officials who face corruption allegations, including Prime Minister Abdel-Hamid Dbaiba and his brother Ibrahim Dbaiba.

The movement also called for the dissolution of Libya’s existing political institutions, holding them accountable for the country’s prolonged political, economic, and security crises. 

Organisers said the main gathering point’s location is to be announced later. The statement concluded by reaffirming the peaceful nature of the campaign under the slogan: “Down with the government of normalisation and corruption… No to vandalism.”
