Libya’s reconstruction fund reviews major development projects

Libya’s Reconstruction and Development Fund Director General, Belgasem Khalifa Haftar, has conducted a series of field inspections of major development projects in the eastern cities of Al Marj, Al-Bayda, and Derna, as reported by Libya Review on August 3rd. 

The inspections reviewed progress on education, healthcare, and housing initiatives to improve public services and accelerate reconstruction efforts. The tour began in Al Marj, where Haftar visited the University of Benghazi’s campus redevelopment project. Ongoing construction, renovation, and maintenance work were all reviewed, and Haftar received briefings on the progress of implementation and completion rates.  

During the visit, he stressed the importance of meeting the approved engineering specifications and timelines for the project. The redevelopment project for the university includes comprehensive upgrades to academic infrastructure, showing modern classrooms, lecture halls, laboratories, communications and internet networks, safety systems, and new furnishings designed to provide an advanced learning environment for both students and faculty members. 

Haftar additionally inspected the redevelopment of the Al-Marj Teaching Hospital, where the final stages of construction and rehabilitation were reviewed. The project encompasses the main hospital building, specialized medical departments, support facilities, and surrounding infrastructure. Spanning approximately 46,400 square meters, the hospital includes inpatient wards, operating theatres, intensive care units, emergency services, radiology departments, and a dedicated kidney hospital, showing significant expansion in healthcare capacity for Marj and its neighboring communities.

In Al-Bayda, Haftar visited the Omar Al-Mukhtar University rehabilitation project, where he reviewed implementation progress and urged contractors to maintain high standards while accelerating the rate of work to ensure a timely completion.

The tour concluded in Derna with an inspection of the Mountain Residential Complex project. Haftar met engineering teams overseeing construction and reviewed development progress, which spans roughly 18 hectares and holds 552 housing units across 51 residential buildings. The project also includes integrated infrastructure, including water and sewage networks, stormwater drainage, electricity, telecommunications, internal roads, sidewalks, street lighting, and other essential public facilities. 

By monitoring implementation closely, the fund aims to ensure that projects meet the highest technical standards, are completed timely, and contribute to bettering education, healthcare, housing, and public infrastructure while supporting the country’s broader reconstruction and development goals.
