Algeria introduces cash rewards to target drug networks
Algeria has introduced cash rewards for citizens who provide valuable intelligence in the fight against the drug trade, Le Matin d’Algerie reports in its August 10th article.
The initiative is outlined in Executive Decree No. 26-272. Prime Minister signed the text on August 1, and it appeared in Official Gazette No. 57 on August 5, 2026. This framework stems from Article 35 bis 1 of an amended 2004 drug law. It grants customs and judicial police forces the power to issue payouts. However, officers must keep the local public prosecutor informed at all times.
Strict rules determine who can receive these bonuses. Active investigators and law enforcement personnel are completely barred from claiming the rewards. This restriction aims to prevent conflict of interest. The money for these incentives will come directly from the operational budgets of the participating ministries.
Protecting sources remains a vital concern. The decree mandates absolute confidentiality regarding informant details. Anyone handling the data faces heavy penalties if identities are leaked. This safeguard helps shield tipsters from potential retaliation by criminal networks.
Investigative team leaders hold the authority to determine each reward. They evaluate the payout based on the case’s complexity, geographic reach, and the length of the investigation. In addition to cash, informants may receive non-monetary perks such as personal protection or administrative assistance.
Money is distributed only after authorities successfully halt the operation or arrest the suspects, according to Le Matin d’Algérie. Payments can also be issued in instalments if necessary. These allocation choices are final and cannot be contested through an appeal process.
The system is not yet fully operational, the Algerian news outlet reports. A pending interministerial order involving the defence, interior, justice, and finance ministries must still be released. That order will set the exact spending caps, evaluation standards, and the full list of non-financial benefits.
