During their meeting Borrell and Bourita discussed several bilateral and regional issues, focusing on how this strategic partnership can be strengthened. The EU and Morocco have previously inked the Euro-Moroccan Partnership for Shared Prosperity, in June 2019, which provides a framework for the governance of their bilateral relationships, aiming to build upon existing structures in order to facilitate increased economic and political convergence, as well as cooperation on security issues.

Josep Borrell has served as the EU’s High Representative for Foreign Affairs and Security Policy as well as the Vice-President of the European Commission since December 2019. His term has been marked by increased challenges, like Israel’s invasion of Gaza and the war in Ukraine. Borrell’s blunders during this period have earned him the nickname “the world’s most gaffe-prone diplomat”. He has previously revealed confidential information in public statements, called the rest of the world “a jungle” on X, and stood by with a smile as Russian Foreign Minister Sergei Lavrov bashed the EU as an unreliable partner.
