Morocco announces new labour code for digital transformation

Morocco has announced reforms to its labour code to align it with the rising platform economy and remote employment, as reported by Moroccan-friendly outlet Atalayar, citing the Moroccan government on November 7th.

According to the report, Morocco’s Minister of Economic Inclusion, Small Business, Employment and Skills, Younes Sekkouri, stated that the updated labour code will aim to address gaps created by new forms of work,  particularly in the platform economy, where the lack of clear rules has led to market imbalances, specifying that the updates will cover part-time work, remote work and digital platform jobs.

Moreover, the reform removes a long-standing restriction that allowed National Social Security Fund contributors to work for only one employer. This could increase flexibility for workers, particularly for those seeking additional income.

When referring to remote work, Sekkouri said the regulations will be implemented beyond working hours and the right to disconnect, adding that tax considerations and incentives may also be examined. However, specific details have not yet been released.

Reportedly, the ministry said the reform’s key responsibilities include recognising platform workers in digital services and temporary employment, regulating remote work conditions, and offering social protection to non-traditional workers, though the full legal framework has not been published.

In addition, Morocco and Gabon strengthened ties to advance tech and digital skills.  

The reforms coincide with Morocco’s broader push to strengthen its digital ecosystem, including the official launch of 5G services by national operators.

The report also noted that Morocco’s tech-skilled youth, expanding digital infrastructure, and New Investment Charter create ideal conditions for global platforms.

While the new labour code reforms are being presented as a shift towards clear regulations for digital and remote work, the exact practical impact will become clearer once the detailed framework is revealed.
