The government’s refusal to award state relief funds to the victims of the Safi flash floods has led to intense debate in Morocco, reports the government-friendly Hespress on December 18th.

The Solidary Fund for Catastrophic Events (FSEC) was created by decree to support the victims of floods, earthquakes and other natural disasters who do not have insurance, and it became operational in 2020.

However, in order to qualify, the floods would have to happen for a minimum of 21 days. Legal experts have highlighted that these conditions make it practically impossible for victims to access the funds, and called on the government to “go beyond bureaucratic logic” and simplify the administrative process.
