Trump approves CIA operations in Venezuela

President Donald Trump has approved additional measures designed to constrain President Nicolás Maduro’s government and prepare for potential military escalation, reported The New York Times on November 18th.

According to those briefed, the president has endorsed Central Intelligence Agency (CIA) proposals for covert activity inside Venezuela. These plans, which remain undisclosed in scope and timing, are described as preliminary steps that could shape conditions for any subsequent U.S. action.

The build-up of US military assets alongside the covert CIA operations are signalling a deeper operation that is not simply counter-narcotics based, such as regime change in Venezuela.

Although no authorisation has been given for American ground forces, officials indicated that planners are examining scenarios involving sabotage, cyber operations, psychological campaigns and information efforts.

According to Reuters, on November 17th, when Trump was asked whether he will deploy US troops on the ground in Venezuela, he said “No, I don’t rule out that, I don’t rule out anything”.

However diplomatic channels still seem to be an option for Trump, he responded “I probably would talk to him, yeah. I talk to everybody”, when asked he if would speak directly to Maduro.

Alongside intelligence preparations, Pentagon officials have drafted potential targets, including suspected drug-production sites and Venezuelan military units considered close to Maduro.

Diplomatic manoeuvring has continued in parallel with the military posture. Individuals familiar with recent secret discussions in the White House Situation Room said that back-channel talks with Maduro have been opened, during which the Venezuelan leader indicated a willingness to leave office.

Purportedly, Maduro has also floated the prospect of expanded access to Venezuela’s oil fields for American companies.

President Trump publicly acknowledged the existence of contacts on November 16th, stating: “We may be having some discussions with Maduro, and we’ll see how that turns out.” In private, advisers say he has expressed interest in Venezuela’s oil reserves as well as concerns about drug trafficking and migration.

As pressure intensifies, the US government made the decision for Cartel de los Soles to be designated a terrorist organisation, a move aimed at broad segments of the Venezuelan state apparatus.
