Tunisia is one step closer to its 2030 development goals

Tunisia’s 2026/2030 national development plan has been completed at the local level and is set to be finalised regionally within a month, Zawya reported on June 25th.
In an interview with TAP, Faouzi Ghrab, the Secretary General at the Ministry of Economy and Planning, said the plan was shaped through a new institutional framework. The “bottom-up” approach positions local and regional councils at the core of national policy formation.
Unlike previous top-down models where the central government drafted guidelines with limited local input, the current model integrates proposals from communities and district authorities across Tunisia. According to Ghrab, the shift is part of a broader move to align economic planning with the Constitution’s emphasis on state-led development, self-sufficiency, and regional equity.
“The plan is part of a framework of construction and edification,” he said, highlighting the goal of strengthening the social role of the state while allowing regions to shape their own development priorities.
The National Council of Regions and Districts, Tunisia’s new second parliamentary chamber, now holds formal prerogatives in drafting and adopting development strategies. Central ministries, Ghrab noted, act primarily as facilitators by providing technical tools, training, and data.a
Each local council has been tasked with diagnosing its development situation, identifying obstacles, and compiling a list of priorities and proposed projects. These reports are forwarded to regional councils, which must submit their consolidated summaries to the Ministry by July 22.
Ghrab stressed the importance of evidence-based proposals backed by technical studies, noting that the ministry is providing standardised project data sheets to guide councils in their submissions.
